To access government schemes, financial subsidies, and concessions in India, obtaining a Disability Certificate and a Unique Disability ID (UDID) Card is an essential first step.

The UDID project, spearheaded by the Department of Empowerment of Persons with Disabilities (DEPwD), provides a single, smart-card-based national database. Key benefits include:

  • Single Source of Truth: Eliminates the need to carry multiple physical medical records and certificates across states.
  • Online Verification: Quick tracking of beneficiary identity, disability percentage, and medical hospital records at swavlambancard.gov.in.
  • Pan-India Acceptance: Recognized uniformly across railways, state roadways, universities, and government welfare programs.

Educational Benefits and Reservations

Education is the most powerful tool for independence and self-reliance. Under Chapter III and VI of the RPwD Act, 2016, students with disabilities are entitled to:

  • Higher Education Reservation: Minimum 5% reservation in all government-aided higher education institutions for students with benchmark disabilities (≥40%).
  • Age Relaxation: An upper age limit relaxation of 5 years for admission to higher educational programs.
  • National Scholarships: Pre-matric, post-matric, and top-class higher education scholarships provided through the National Scholarship Portal (scholarships.gov.in).
  • Exam Accommodations: Mandatory provision of scribes/readers, compensatory extra time (20 minutes per hour of exam), and accessible question formats across CBSE, NTA (JEE/NEET), and UPSC examinations.
  • Accessible Campuses: Mandated barrier-free built environments, accessible digital libraries, and braille/audio learning materials.

Employment Opportunities and Workplace Inclusion

Economic empowerment through dignified employment is guaranteed under Section 34 of the RPwD Act:

  • 4% Reservation in Government Jobs:
    • 1% for Blindness and Low Vision
    • 1% for Deaf and Hard of Hearing
    • 1% for Locomotor Disability including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims, and Muscular Dystrophy

  • National Highways (NHAI): Free FASTag (toll exemption) for specially adapted vehicles registered in the name of a person with physical disability.
  • Air India & Domestic Aviation: Up to 50% concession on basic airfare for visually impaired persons and cancer patients on domestic routes.
  • State Road Transport (SRTCs): Free or heavily subsidized bus passes provided by state governments for intra-state commuting.

Flagship Government Welfare Schemes

The Central Government administers several targeted assistance schemes through ALIMCO and national institutes:

  • ADIP Scheme (Assistance to Disabled Persons): Provides free or subsidized modern, scientifically manufactured aids and assistive devices (wheelchairs, hearing aids, tricycles, prosthetics, and smart canes).
  • Divyangjan Swavalamban Yojana: Concessional credit facilities up to ₹50 Lakhs for self-employment ventures, vocational training, and higher education loans through NHFDC.
  • SIPDA (Accessible India Campaign / Sugamya Bharat Abhiyan): Funding for retrofitting government buildings, transport systems, and official websites to meet global accessibility standards.
